EU Leaders Face Pressure to Boost Ukraine Aid Amid Defense Divide

At a crunch EU summit in Brussels, EU Foreign Policy Chief Kaja Kallas called on member states to pledge a further €5 billion ($5.4 billion) in finance to fund artillery shells for Ukraine’s defense and its position in peace dealings.

Kallas underscored the need to deliver 2 million artillery shells in line with the immediate needs of Ukrainian President Volodymyr Zelenskyy. “The time to fade judgment and collaborate with concrete steps to present Ukraine. A stronger strategic position in the battlefield means a stronger deal proposal, she said.

The appeal is made as U.S. President Donald Trump steps up attempts for a diplomatic solution, including reaching out to Russia, fuelling worries over the long-term prospects for U.S. security guarantees in Europe.

Spanish Prime Minister Pedro Sanchez emphasized diverging regional security priorities and how he is not to be swayed into large-scale rearmament.

Defense spending is an unresolved issue. Greek Prime Minister Kyriakos Mitsotakis made the case for a joint borrowing facility to fund defence spending without increasing nation liabilities, a sentiment shared by Italy’s Giorgia Meloni. Yet, some countries like the Netherlands remain to be in opposition to joint euro bonds.

Hungary’s Prime Minister Viktor Orban was the only one to dissent, writing the EU off as a ‘toothless lion’ compared to the influence of the US.

The summit’s outcome will decide the future of the EU’s defense and how it defends Ukraine against ongoing Russian aggression.
